The St. Paul’s Area Transformation Project is a strategic partnership between the City of Norfolk and the Norfolk Redevelopment and Housing Authority. The 1950s era public housing community, adjacent to downtown Norfolk, is undergoing a transformation into a vibrant mixed-use, mixed-income neighborhood, offering abundant opportunites. The first step in this large-scale project is the redevelopment of the Tidewater Gardens community, named Kindred, which is scheduled to be completed by 2026.
